Minimum Age

You must be at least 15 years old to ride an e-scooter in traffic. Children under 15 may only ride if accompanied and under the control of an adult, or in marked residential/play areas.

Helmet

Wearing a helmet is mandatory for all riders. This rule has been in force since 2022.

Speed Limits & Where You Can Ride

  • Maximum speed is 20 km/h on cycle paths and roads.

  • In shared pedestrian areas, the maximum is 8 km/h.

  • Always use cycle paths when available; otherwise, ride on the road.

  • Riding on pavements/sidewalks is prohibited.

Technical & Safety Requirements

E-scooters must:

  • Be CE-marked and comply with EU product safety rules.

  • Have working front and rear lights, reflectors, and reliable brakes.

  • Meet limits for length, width and overall construction.

Insurance

Liability insurance is mandatory for all e-scooters capable of more than 10 km/h. This covers both the rider and third parties in the event of an accident.

Alcohol & Drugs

The same limits apply as for car drivers: a maximum blood alcohol concentration of 0.5 ‰, and zero tolerance for drug use.

Parking Rules

E-scooters must be parked like bicycles:

  • Allowed on pavements only if sufficient space remains for pedestrians, wheelchairs and pushchairs.

  • Must not block entrances, stairs, bus stops or emergency access routes.

  • In larger cities such as Copenhagen, specific parking zones may be designated, and mis-parked scooters risk fines or removal.

Penalties

Fines apply for violations such as riding without a helmet, using an uninsured scooter, riding on pavements, or illegal parking. More serious offences like drunk riding are punished similarly to drink-driving in cars.
